‘Just’ access to electricity: Energy justice in Indonesia’s rural electrification (LISDES) program

Abstract This study examined issues that emerge from Indonesia’s rural electrification (LISDES) program. A qualitative was used as an approach. Document analysis and semi-structured interviews are the methods selected for data collection. Using energy justice analytical framework, three categories of injustices were identified in program: distributive, procedural, recognition injustice. Unequal income to pay electricity bills; uneven geographical conditions; unequal distribution population elements distributive Inadequate access informational disclosure on problems solutions program; lack meaningful participation subnational actors; a comprehensive law regulatory framework place protect private sectors program demonstrated procedural Lastly, understanding various meanings key public welfare; non-recognition distinctive socioeconomic characteristics locations Indonesia found These findings suggest achieve 'just' LISDES program, it is critical address all injustice clearly define long-term goals
